Application procedure

The following normative legal acts regulate the general procedure for submission and consideration of appeals:

- Decree of the President of the Republic of Belarus No. 498 of October 15, 2007 “On Additional Measures for Handling Appeals of Citizens and Legal Entities”.

- Law of the Republic of Belarus No. 300-Z of July 18, 2011 “On Appeals of Citizens and Legal Entities”.

- Resolution of the Council of Ministers of the Republic of Belarus No. 1786 of December 30, 2011 “On Approval of the Regulation on the Procedure of Record Keeping on Appeals of Citizens and Legal Entities in State Bodies, Other Organizations, Individual Entrepreneurs”.

Appeals can be submitted by applicants in written or electronic form, as well as set out orally. Oral appeals are presented during personal reception. Written appeals shall be submitted by hand (courier), by mail, during personal reception, by making comments and (or) suggestions in the book of comments and suggestions.

The following should be kept in mind when submitting a written appeal:

  • Appeals shall be made in Belarusian or Russian.
  • Written appeals of citizens must contain:
    • name and (or) address of the organization or position of the person to whom the appeal is sent;
    • surname, first name, patronymic (if any) or initials of the citizen, address of his/her place of residence (place of stay);
    • pleading;
    • personal signature of the citizen(s).
  • Written appeals of legal entities must contain:
    • name and (or) address of the organization or position of the person to whom the appeal is sent;
    • full name of the legal entity and its location;
    • pleading;
    • surname, first name, patronymic (if any) or initials of the head or person duly authorized to sign applications;
    • personal signature of the head or a person duly authorized to sign appeals, certified by the seal of the legal entity.
  • The text of the appeal must be readable. Handwritten appeals must be written in clear, legible handwriting. It is not allowed to use obscene or offensive words or expressions in appeals.
  • Written appeals submitted by representatives of applicants shall be accompanied by documents confirming their authorization.
  • Appeals should contain information on the results of their previous consideration with the attachment (if any) of documents confirming this information.
  • Written appeals that do not meet these requirements may be left without consideration with notification of citizens within five working days about the reasons for leaving the appeal without consideration. After elimination of violations citizens have the right to appeal again to a state body, other organization (to an official) in the order established by the Law. Anonymous appeals are not subject to consideration, except for appeals containing information about a crime being prepared, committed or committed. Oral appeals of citizens are answered orally. If citizens wish to receive a written answer, they should address with a written appeal. An electronic appeal must contain the same details as a written appeal, except for the requirement of a personal signature. The decision of the institution on the appeal may be appealed to a higher state body, other organization (hereinafter - higher body).
